Maine's Reassigned Number Law (LD 2234)

Maine put a state law on the books in 2024 that makes the Reassigned Number Database mandatory, not optional. LD 2234 amends Maine's telemarketing rules to require that a telephone solicitor use the Reassigned Number Database (RND) to verify that a consumer's number has not been reassigned before placing a telephone sales call to that consumer. So while the federal RND offers a safe harbor as an incentive, Maine flips it into a hard requirement. If you call Maine consumers, the check stops being a nice-to-have and becomes part of the law you have to follow alongside TCPA consent rules.

What LD 2234 means for your dialer

The law text is short but firm: verify, using the reassigned numbers database, that the number has not been reassigned prior to initiating a sales call. The operational job is to flag which records on your Lead list are Maine numbers and route them through an RND check before any campaign touches them. The cleanest approach is to scrub by area code or by the state field on each Lead, run the RND query with your consent date, and drop anything that comes back reassigned.

Maine is one of a growing list of state-specific rules that go beyond the FTC and FCC baseline. The diagram shows the extra gate Maine adds. Numbers from other states follow your normal flow, but every Maine number must pass an RND check before a sales call. A reassigned result means the call is off the table under LD 2234; a clean result clears it to dial.
