Why STIR/SHAKEN Matters for Outbound Callers
How STIR/SHAKEN attestation affects call delivery and answer rates, and what an outbound call center can do to keep its numbers landing.
STIR/SHAKEN is not just a regulatory checkbox; it is one of the biggest hidden levers on your answer rate. When a call carries strong Call attestation, the terminating carrier is far more likely to ring it through clean. When it carries weak attestation, that same carrier may slap a warning label on it or refuse to deliver it. For an outbound shop, STIR/SHAKEN quietly decides how many of your dials ever reach a human, which is why it deserves a place next to your dialing ratios and Answer rate dashboards.
Attestation to answer rate
A calls tend to ring through normally. C and blank calls are the ones that get filtered, labeled as suspicious, or dropped at the destination carrier. So the same campaign, same list, same script can perform completely differently depending only on the attestation your traffic earns. If you have ever watched Answer rate sag for no obvious reason, attestation is one of the first places to look, alongside how many complaints your numbers have collected.
The fix is mostly structural: register your numbers with the Carrier that signs your traffic, keep your calling patterns reasonable, and rotate numbers responsibly. VICIdial includes the TILTX signing hooks so calls can be tagged as they originate, but the attestation grade itself comes from how your trunks and numbers are set up. This is part of the broader compliance posture in our compliance overview, and it pairs with understanding the attestation levels themselves.
When you audit a campaign that is underperforming, work through the delivery picture in order rather than guessing:
- Check the attestation your numbers earn. If they sign at C or blank, fix that first, because it caps everything else.
- Check call volume per number. A single caller ID making thousands of dials a day is asking to be flagged regardless of how it is signed.
- Check complaint and answer history on each number, and retire any that have gone sour rather than dragging them along.
Done in that order, you usually find the real cause quickly. Most sudden answer-rate drops are not a list problem or a script problem; they are a delivery problem, and delivery is exactly what attestation governs. Keeping a small, well-signed pool of numbers in healthy rotation beats blasting one number until a carrier decides it has seen enough.
What the carrier sees

T->>U: Ring through clean
else Level C or blank
T->>U: Label or block call
endThe terminating carrier makes its delivery choice based on the level it reads. Strong attestation is the difference between a clean ring and a SCAM LIKELY tag, so it directly drives how many calls turn into conversations.
It is worth being clear about what attestation does and does not buy you. A strong grade is not a free pass; a carrier can still label a well-signed number if it is making far too many calls or collecting complaints. What attestation does is remove a whole category of trouble, the kind where a perfectly reasonable campaign gets filtered simply because the carrier could not tell who originated the call. Think of it as the floor your delivery rests on. With weak attestation, even a careful operation fights an uphill battle on every dial; with strong attestation, your other good habits, clean lists, sane volume, healthy number rotation, actually get a chance to pay off. That is why operators who care about answer rate treat signing as the first thing to fix, not the last.
Protecting your answer rate starts with correct signing, and that is what we provision out of the box. VICIfast sets up your numbers to earn the highest attestation your traffic qualifies for. See pricing to get rolling.
