State DNC list
A do-not-call list kept by an individual US state, which marketers must honor in addition to the federal registry when calling residents of that state.
A state DNC list is a do-not-call registry kept by a single US state on top of the federal one. A number can sit on a state list even when it is not on the national one, and some states layer on their own extra rules about who can call, when they can call, and how often. Not every state runs its own list, but enough do that a multi-state campaign cannot ignore them.
This is why scrubbing only against the national dnc registry is not always enough on its own. If your campaign calls residents of a state that runs its own registry, you have to scrub against that one too. The practical headache is that each state's rules, fees, and registration process differ, so a campaign spanning many states usually needs a commercial scrubbing service that handles all the relevant lists in one pass rather than you tracking each state by hand.
In VICIdial the mechanics are the same as any other suppression once you have the data. You scrub the lead list outside the dialer, then load the cleaned numbers and keep the state's removals in your dnc tables alongside your internal dnc. Loaded as a dnc list, those numbers are skipped automatically on every dial attempt. Many states also set their own permitted calling hours, which can be tighter than the federal window, so check the timing rules as well as the suppression list.
State DNC rules sit alongside the federal tcpa, and breaking one can mean penalties at the state level on top of any federal exposure. This is a practical summary, not legal advice. If your lists span many states, map out which ones run their own registries and which add their own hour rules before you dial, and keep dated proof of every scrub you run. The cost of one good scrubbing service is small next to a single state penalty.
