Political vs commercial dialing
Political calls have specific federal carve-outs, but they're tighter than most campaigns realise:

Several plaintiff firms specialise in political TCPA litigation. The carve-outs are real but narrow — get the cell-phone consent flow wrong and you face the same exposure as a commercial dialer.
Resize-on-demand for the GOTV surge
Most campaign budgets can't justify Pro / Business sizing year-round. The pattern:

Per-state campaign config
State DNC + telemarketing laws vary widely. Several states (TX, IN, NY among others) bind political calls to their telemarketing regs; others fully exempt. The right pattern:
- One VICIdial campaign per state with state-specific DNC + call-time-window settings
- One outbound trunk per state with that state's TCPA mode (see /features/tcpa-compliance)
- Sub-users restricted to their state's campaign so volunteers in TX can't accidentally hit IN's call list
Recording — most campaigns don't
Most political ops don't record voter calls — recording opens issues with:
- FEC reporting (recorded calls may be in-kind contributions to opposing campaigns if leaked)
- Opposition research (your script + objection handling become available)
- Two-party-consent state friction (every recorded call needs disclosure)
If you do record (training, supervision), treat as two-party-consent everywhere. Strict retention — purge after 90 days unless an active dispute.

Carrier choice
- Bandwidth — A-attestation matters more than per-minute in political. Direct US carrier, ideal for GOTV bulk.
- Telnyx — multi-region, good for moderate volume + regional pinning.
- Local-presence DIDs help in voter ID but can be flagged by state regulators in some jurisdictions. Check before enabling.
Sub-user structure
Political campaigns have specific permission shapes:
- Owner — campaign manager
- Operator — political director / phone bank manager
- State Lead — restricted to their state's campaigns + lists
- Compliance Viewer — read-only for FEC reporting + audit prep
Every action lands in AuditLog with actor + timestamp. When the FEC asks for "all admin changes between Sept 1 and Nov 8", the export is one query.
Common mistakes
- One DNC scrub for all states — state DNC rules are state-specific. Per-state campaigns with per-state DNC lists is the only safe pattern.
- Pre-recorded voicemail drops to cell phones without consent — straight TCPA violation. Pre-recorded political to cell needs prior express consent.
- Recording voter calls "for training" — turns into opposition research material. Don't unless there's a real, narrow reason.
- No opt-out enforcement — "press 9 to remove" must hit the DNC table within seconds, not at end-of-day batch.
- Surge without testing the resize — don't discover at 3am Saturday that the resize takes 5 minutes longer than you budgeted. Practice the resize during voter ID.
