Reassigned Numbers Database (RND)

FCC's mandatory pre-dial check for numbers reassigned away from prior consent-givers.

The Reassigned Numbers Database (RND) is an FCC-managed lookup that tells you whether a phone number has been disconnected + reassigned since a given date. Required before any TCPA-regulated call to "express consent" leads.

Querying:

  • Cost: ~$0.0035 per lookup at volume
  • Method: pre-clean lists before loading into VICIdial
  • Vendors: Numeracle, Caller ID Reputation, Possible Now (resellers of the FCC source)

If you skip the RND check + dial a reassigned number, you've called someone without their consent — TCPA violation, no safe harbor.
